HKICM / HKIPM Joint CPD Seminar on
“Application of New Engineering Contract (NEC)
- Joy and Tears from a Main Contractor's Perspective”

The New Engineering Contract Version 3 (NEC3) is a family of standard contracts that facilitate the implementation of sound project management principles and practices based on a spirit of mutual trust and co-operation. The Engineering and Construction Contract (ECC) is the main contract of a typical construction project between an employer and a contractor.

The relevant works departments under the Development Bureau of the Hong Kong SAR Government have adopted NEC3 in a series of about 30 “pilot / trial” construction projects since August 2009 to test its applicability and to encourage more collaboration from different contracting parties within the project team. Recently, the Development Bureau has announced that all new government works contracts tendered in fiscal years of 2015 and 2016 will adopt the full suite of NEC3 contracts as far as possible.

The CPD seminar was jointly organized by the Hong Kong Institute of Construction Managers (HKICM) and the Hong Kong Institute of Project Management (HKIPM), together with the Department of Building and Real Estate (BRE) of HKPU as the supporting organization. Two guest speakers from the project team of the main contractor (Chun Wo Construction & Engineering Co Ltd) were invited by the CPD Committee of HKIPM to deliver a technical seminar on some of their drainage services construction projects procured by NEC and commissioned by the Drainage Services Department at 7:00 pm - 8:30 pm on Friday, 26 June 2015 at HKPU campus. Chun Wo Construction & Engineering Co Ltd has been the pioneering contracting organization involved in delivering government construction projects adopting NEC since August 2009. The participants consisted of the members of HKICM and HKIPM, academic staff and taught postgraduate students of BRE, together with some non-members.

The seminar firstly introduced the basic concepts and principles of NEC3 form of contract, followed by some local case study construction projects of NEC. Furthermore, the guest speakers discussed the joy and tears of using NEC from a main contractor’s perspective, and the future development trend of NEC in Hong Kong.

The seminar was very informative, clearly presented and thought-provoking. It was well received by over 80 registered attendees, and ended with some interesting questions from the audience and insightful answers from the guest speakers.
