President's Message

Dear fellow members,
More than half of the first year of my tenure as President of HKICM seems to have gone by in the blink of an eye and this is already my 3rd President's Report. I was overwhelmed by the busy schedule and they have kept me very busy but fruitful. Let me share with you some of the major events and works that we have accomplished during the past three months.

(1)     Membership
Up to 1 July 2019, the total membership reached 2,901 (of which 1,149 are Corporate Members), representing a modest growth of 1% over the past quarter (2,872 as at 31 March 2019).

In order to help candidates to prepare for the HKICM Professional Assessment (PA), including familiarization with the PA process and procedure, a better understanding of the requirements and techniques in document submission and attending the professional interview, a PA workshop was organized on 18 May 2019 (Saturday), which was in two sessions lasting for a total of three hours.
(2)     Education and Promotion
On behalf of HKICM, I together with Honorary Secretary Cr Dick Li was invited by the University College of Estate Management (UCEM), Hong Kong Office to attend an interview by the JobMarket Magazine on 22 July 2019 to promote our institute and profession to the university graduates. During the interview, the introductory briefing covered the institute's history, organization, construction management profession, membership routes and admission requirements, role and quality of construction manager and career prospects for graduates. An article for the interview is scheduled to be published in August 2019.
Chairman of Fellowship Committee Cr PF Chan, representing the Institute, was invited by the UCEM to conduct a promotion talk on HKICM to both the students and alumni of UCEM on 19 June 2019. All attendees have shown great interest in the development that HKICM had achieved as well as the contributions made in upholding the professionalism of the construction community as a whole. 
 •  It was reported by BOE that provisional accreditation of the two MSc programmes delivered by Continuous Professional Education (Hong Kong), including MSc in Building Surveying & MSc in Quantity Surveying (all conferred by Birmingham City University, United Kingdom), have been withdrawn effective from 1 June 2019 due to the unduly delay in providing the necessary supporting documents.
 •  Memorandum of Understanding on collaboration was signed between HKICM and Hunan Construction Industry Association, Civil Engineering and Architectural Society of Hunan Province and Federation of Science and Technology Enterprise Associations of Hunan Province & Technological innovation Methods Research Association of Hunan Province respectively during the 4-day Hunan Study Tour from 15 ~ 18 May 2019.
(3)     CPD and Training
          To keep members abreast of practical knowledge and skills, a wide range of CPD and training events to meet
          different needs of our members are organized from time to time.
During May to July 2019, a total of 15 CPD and training events, including 9 CPD seminars, 2 technical visits and 4 training courses, were organized.
Upcoming events scheduled during August 2019 include 2 CPD seminars and 2 training courses under “Professional Practices in Construction Management” series.
(4)     External Liaison
         We have maintained close liaison with the government and peer professional organizations via courtesy visits or
         meetings for better understanding and communication.
 •  Events undertaken during the period, including:
  > Courtesy visit to HKICM by a delegation of Hong Kong Stainless Steel Piping and Fittings Merchants Association on 26 July 2019 to review the development of the applicability of the stainless steel pipes and fittings for the plumbing system of the construction field in Hong Kong and other countries;
Meeting with the delegates from Australian Institute of Building (AIB) on 20 June 2019 to discuss HKICM proposal to join the existing quadripartite collaboration formed amongst AIB, New Zealand Institute of Building and Singapore Institute of Building Limited back in 2014; and
  > Courtesy visit to Construction Industry Council (CIC) on 17 July 2019 to seek CIC support in: (i) accepting HKICM Corporate Members as one of the qualified professional equivalent to that of other building related professional institutes for employment of technical staff under its main works contract requirements; and (ii) implementation of HKICM’s RCM and RCS registration schemes.
Upcoming events during the remaining year, including:
  > Courtesy visits to Hospital Authority, MTR Corporation and Liaison Office of the Central People's Government in HKSAR tentatively in the latter half of 2019.
(5)     Connections with Mainland Counterparts
          To strengthen communication with our counterparts in the Mainland China, the following study tour has been
A 24-member delegation, led by the President and several Honorary Presidents as advisors, paid a visit to Hunan Province from 15 to 18 May 2019. The purposes of the visit were to establish communications with relevant mainland counterparts, understand relevant regulations and mainland policies, foster professional knowledge exchange and explore further co-operation opportunities so as to enhance the development of the construction management profession between Hong Kong and the Mainland.
(6)     Public & Social Affairs
          Some recent issues on which we have expressed our views, including:
 •  An open statement was issued on 13 Jun 2019 expressing the deep concern of HKICM General Council over the incidents arising from the recent anti-extradition protest against the《Fugitive Offenders and Mutual Legal Assistance in Criminal Matters (Amendment) Bill 2019》.
 •  An open letter to Legislative Council (LegCo) President, Hon Andrew LEUNG Kwan-yuen, GBS, JP was issued on 25 June 2019 urging the LegCo to speed up the funding and project approval process for capital works projects before the end of this LegCo year.
(7)     Promoting Construction Management Excellence
 •  The HKICM/HKCA SME Committee Joint Conference 2019, themed “Construction New Era - Innovation and Professionalism” and to be held on 11 Oct 2019 (Friday) at Grand Ballroom, Ocean Park Marriot, Aberdeen, Hong Kong is now open for registration starting from 25 June 2019.
 •  I was interviewed by the Hong Kong Polytechnic University research team, led by Professor Dr M W Chan, on 23 July 2019 for their research study on "Quality Supervision" of Hong Kong construction industry. During the interview, I reiterated the importance of registration of “construction managers" and "construction supervisors" that would make a positive impact to the quality supervision of the Hong Kong construction industry.
(8)     Professional Services
 •  Further to the AS questionnaire survey regarding risks and insurance associated with AS conducted in March 2019, a follow-up survey was launched on 29 Jul 2019 to invite members to express their interests in subscribing the proposed group Professional Indemnity Insurance for AS.
 •  An Authorized Signatory (AS) CPD Series – Demolition (Authorized Signatory, what is your role, function, duty and what do you need to know) was successfully held on 16 Jul 2019 with our Council Member, Cr Conrad Fung as Guest Speaker. The speaker introduced a series of preparation, presentation and technique of interview on Contractors Registration Committee including statutory role, function and duty of AS under Buildings Ordinance.  He also shared his technical knowledge and practical experience in demolition works, such as preparation works prior to demolition, approval and consent procedures, propping and demolition methods, waste material disposal, safety issues, etc.
 •  To foster the communal spirit between members and to facilitate experience sharing for those members who are currently approved Authorized Signatories and/or Technical Directors under the Buildings Ordinance as well as Registered Construction Managers, a Taiwanese Tea and Tea Cocktail Tasting cum Experience Sharing Gathering will be organized in the evening on Friday 6 Sep 2019.
(8)     Social, Sports & Recreation Events and Activities
 •  Sports and recreation activities participated, including:
  > ‘Construction Industry 5-a-side Football Tournament - Construction Industry Caring Cup’ organized by CIC was held on 23 Jun 2019. It is pleased to report that HKICM Football Team has won the 3rd Runner award of the Plate Competition Group; and
  > ‘Construction Industry Council Football League 2019’ organized by CIC under Group H. The first match has started on the night of 8 Jul 2019 which HKICM won by a score of 2 : 1.

Lastly, I would like to express my sincere gratitude to all the Council and Committee members for contributing their valuable time and efforts in sharing the heavy workload of the Institute’s daily operation. Without their assistance, it would not be possible to maintain the proper functioning of the Institute all by myself.
